FOOD FOR PEACE

The DCHA/Food for Peace office makes available P.L. 480 Title II resources to private voluntary organizations, international organizations (primarily the World Food Program), and foreign governments to address food insecurity resulting from both short-term emergencies and longer-term development issues. AMEX provides administrative, technical and program support to the DCHA/Food for Peace office in the planning, management, monitoring and evaluation of P.L. 480 Title II, the law under which Congress is authorized to give food aid.

AMEX’s Operation Support Unit provides day-to-day direct support to Country Backstop officers as well as ongoing research and analysis of Food for Peace programs and emergency relief requests. AMEX also maintains the Food for Peace Information System (FFPIS), which stores the operational and analytical requirements of Food for Peace and its partners in a user-friendly format allowing searches by country, program, budget, or commodity and shipping categories. Part of this job includes monitoring incoming proposals for aid as well as the budgetary impact of subsequent activity approvals.

AMEX takes responsibility for the preparation and compilation of legislatively-mandated reports, briefing packages and formal presentations for both USAID and Congressional audiences. AMEX also prepares agendas and organizes meetings bringing together private voluntary organizations, other US agencies (such as OFDA, regional bureaus and the State Population, Refugee and Migration bureau) as part of the program planning approval, monitoring and evaluation processes.

AMEX directs the training of DCHA/FFP staff and USAID Mission food aid managers in such areas as monetization, strategic planning, emergencies, program monitoring and budgeting. AMEX periodically reviews Food for Peace processes to assist in the analysis of existing emergency Title II procedures and to develop more efficient and effective emergency food response mechanisms.
